Gas-Plus Emission Price Indices

Note: A CO₂ price of EUR 55 per tonne applies in Austria until 1 January 2028. This is set out in the National Emissions Trading Act (NEHG). Accordingly, theCO2 component of the indices will remain unchanged at the current level until further notice. Only from 2027 onwards will the underlying prices be gradually replaced by the results from trading certificates in the ETS2.

Methodology

In the initial phase, the Austrian Emissions Trading Index (OETSI) reflects the price development within the framework of the National Emissions Trading Act (NEHG). This national system is expected to be gradually replaced by the European Emissions Trading Scheme for Buildings and Transport (ETS2) from 2028. The first effects of ETS2 on the OETSI are expected in the first quarter of 2027.

The OETSI describes the price that a supplier must pay for the required emission allowances in a defined procurement period with constant procurement.

About the Austrian Issue Price Index

OETSI and ÖGPI-Clean make the costs of greenhouse gas emissions visible and should therefore increase transparency for end customers. From January 2026, the OETSI will show the price per tonne of CO₂ for greenhouse gas emissions in the buildings and transport sectors (initially according to national fixed prices, in future according to market prices of the EU ETS2). The OETPI-Clean combines wholesale natural gas prices with CO₂ costs and thus provides a clear, "clean" view of gas including emissions.
